Things that jump out at me are...
2.A resolution approving a Grant Contract with the Tennessee Department of Transportation and amending the FY 2015 Operating Budget in the amount of $418,000.00 to provide funding and project management obligations for intersection improvements at the Greenline crossing at Germantown Road and to accept and appropriate said grant funds.  This item requires an expenditure of federal through state grant funds in the amount of $418,000.00 and local matching funds in the amount of $22,000.00 for a total amount of $440,000.00.  Sponsored by Commissioner Walter Bailey, Jr.

Not to worry it's all coming from state grants...you know, that free money that grows on trees?

WHEREAS, It is necessary to amend the FY 2015 Operating Budget to receive
state funds in the amount of $418,000.00 from the Tennessee Department of
Transportation and appropriate said funds.

Yeah and that whole "transportation" thing...the transportation budget where this money comes from and is funded from taxes raised from anything AUTOMOBILE related and how we pay for all these green, livable, walkable projects and why we don't have enough money for roads and bridges repairs? Yep...projects like these are why...Bob Corker won't tell you this when he wants to raise your gas tax 18 cents, he will only tell you we don't have a enough money.
As a side note, these green projects can be very expensive, especially in the future when we have to maintain and repair them...but hey, I bet we will get some grants(TAXPAYER FUNDS) for that...

2.Resolution to amend the FY 2015 Operating Budget in the amount of $130,370.00 to carry over and appropriate unexpended Department of Health and Human Services, administration for children and families funds for implementation of the Division of Corrections Project Most. This item requires the appropriation and expenditure of Federal Grant Funds in the amount of $130,370.00. Sponsored by Commissioner Justin Ford.

Project MOST is a voluntary program for inmates of the Shelby County Division of Corrections which aims to reduce recidivism and prepare inmates for release by providing them with training in interpersonal and vocational skills. Participants in the program will receive assistance improving parenting skills, marital relations, and job training. Read more about Project MOST here...

I am all for trying to prevent recidivism for inmates coming out of the system. What stuck out at me while reading about Project MOST was this... Participants will also receive training in one of three career paths: culinary arts, warehouse operations, or barbering.Prior to release, participants will receive subsidized wages to encourage their hiring. culinary arts, warehouse operations, or barbering??? Why not teach them trades that we currently have a shortage of like welding, plumbing, carpentry, electricians, etc. and that once learned will be a skill that could benefit them even in a down economy....culinary skills? Not so much...

Keeping Up With the Kommissioners soon to follow...
