Currently it is 150.00 fee, paid by the offenders to register and it's the law to register. Someone wants to increase the fee 50$.
Joe Brown remarked that he is totally amazed that 1800 offenders live in the city of Memphis. Over 2000 live in Shelby County. Wanda Halbert spoke of her own experience, coming in contact with a sex offender, and this person told her that he researched the law all over the country and Memphis apparently is more lax than other states which is why he decided to come here so the 150.00 to register is not a deterrent.
The Wharton Administration which is seeking this increase is justifying it by saying it will help with a computer program that will allow us track these offenders. Wanda aptly noted that we already have a system that does this and the representative from the administration said yes, but it will be better....of course it will. Government always makes things better when you give them more money right?
Harold Collins was not sure about increasing the fee, not because he was taking up for sex offenders, but because like smokers who have to pay more for their supposed sin, it doesn't seem to be doing anybody any good. He said if we really wanted to change things, why not pass an ordinance to say NO sex offenders can live in the City at which point Kemp Conrad said that would be unconstitutional...You guys do love the constitution when you want to raise fees don't you? The rest of the time? Not so much...
I don't think Collins was serious about passing a law banning sex offenders but I have a better idea, when it comes to crimes against children and rape...why are these guys not behind bars for life. We wouldn't be talking about fees and needing to know where they live if we just kept them locked up. These criminals are a special kind of criminal and they should be treated as such...
Also some to think about... over 2000 offenders at 150.00 per person and increase this by 50.00. Yeah, just follow the money. Sure, it's all about a better computer program....
