MEMPHIS, TN (localmemphis.com) - A lame duck Shelby County Commission quacked away Wednesday, but failed to tackle a big and controversial issue.
They were scheduled to vote on a plan that would force commissioners to spend a certain amount of time at a house for it to be determined as their official residence.
But an empty seat kept anything from being done on making the law tougher.
This commission, and many of its members, only have three meetings left. They probably won't do anything of any real significance.
Commissioner Henri Brooks hasn't shown up at a meeting in a month. And she's not the only one.
Brooks leaves September 1st. She was not there. Chairman James Harvey leaves September 1st. He also wasn't here. Same for Steve Mulroy. He lost a chance to change residency rules.
"If the guy's going to put something in here and then run for the hills, fine," said Commissioner Mike Ritz.
Ritz said Mulroy wanted to change the commission residency rules, but since he didn't show up, forget about it.
The residency issue has been put off for two weeks, just in time for the last committee meeting.
Maybe that is a good thing says Commissioner Heidi Shafer.
"Some folks want to have a really draconian kind of rule that you have to sleep on your pillow for 11 nights. Which raises the question, how many hours make a full night? Others don't want any kind of accountability. So, somewhere in between is where we need to be," Shafer said.
This wasn't the only issue the commission decided to delay. But its one that has pretty much dominated everything they've done for months.
Brooks said she lives in her soon to be former county commission district, but has never offered proof. She said she doesn't have to.
Take that and take court rulings, saying the county attorney didn't have the right to remove her from office, and you've got no law, no standards, no nothing.
